ACTIONS OF OPPOSITION SLACKENING THE BASIS OF OUR NATIONAL STATEHOOD SHOULD BE STOPPED

THIS THOUGHT WAS EXPRESSED IN THE ADDRESS SENT TO DEPUTIES OF THE SUPREME MAJLIS OF NAKHCHIVAN AUTONOMOUS REPUBLIC TO MINISTER OF JUSTICE OF AZERBAIJAN FIKRET MAMEDOV AND COMMISSIONER FOR HUMAN RIGHTS ELMIRA SULEYMANOVA

THE TEXT OF THE ADDRESS READS:

People of Azerbaijan live on the eve of a big political process. On October 15, our country will make again its choice; will elect its leader - the President. The related legal basis and continuous actions are being taken for holding the elections in fully democratic, transparent and open conditions.

Propaganda and agitation campaign of Presidential contenders is currently going on. Using these conditions by some contenders and printing organs under their control for their dirty aims, violation of the Constitution have become an urgent topic of the recent days.

Whereas these criminal actions, calls to unrest against legal authorities, directed to violation of stability, are unambiguously refused by Azerbaijani people, cause protest and just indignation; law defenders and organs of the authorities show endless patience and self-control, show tolerance towards criminality.

The President of the Republic of Azerbaijan, as the Supreme Chief Commander, embodying unity of Azerbaijani people, has the status of personal immunity. His honor and dignity are protected by the law. But how? In contrary, completely other process is going on at the current political arena of Azerbaijan. Such parties as Musavat, National Independence, Democratic, reformer wing of Popular Front are publishing in the newspapers Yeni Musavat, Azadliq, Hurriyyet, Ulus, Yeni Zaman, Milliyyet under their control the articles slandering the President of the country, one of the most important fasces of our independent state, and materials full of rumors, slander and hostility.

Democracy, freedom of speech and press, achieved in our country due to efforts and the imitative of our dear Heydar Aliyev, seeking to civilized world and Europe, is turned against himself: a country aimed at defense of rights and freedoms of a man, does not defend its own leader, as a man, citizen and personality: bad words and slander have been risen to the level of new norms of behavior.

According to legislature, Ministry of Justice of Azerbaijan, carrying the responsibility for protection of honor and dignity of the President, must take a strict position against such phenomenon, slackening the basis of national statehood and constitutional system.

Important steps related to defense of human rights are being taken in Azerbaijan, which has chosen the way of integration to the modern world. The institution of human rights commissioner has started its activities in Azerbaijan since December 2001. Besides, activities of tens of non-governmental organizations may be a good example. Each citizen of Azerbaijan is valuable, and actions taken by independent state in the field of defense of their rights arise proud.

However, let us acknowledge the fact that, if there is a man in the state whose rights are guaranteed by the law, but, in fact, are not observed, who undergoes slander, this is President of Azerbaijan Heydar Aliyev and Presidential contender, Prime Minister Ilham Aliyev. Why? Is not the state able to defend honor and dignity of its supreme officials or it does not want to?

We cannot bear with violations of rights of the state head, as man and citizen of Azerbaijan, who proclaimed establishment of a legal state as his key target. Wait-and-see attitude of law defenders, human rights commissioner of Azerbaijan on this issue causes pities. We, deputies of the Supreme Majlis (Parliament) of Nakhchivan Autonomous Republic, expressing the will of over 200 thousand of voters living in the Autonomous Republic, demand that defense of honor and dignity of supreme officials of the country was provided by means of the law.
