CENTRAL ELECTION COMMISSION OF THE REPUBLIC OF AZERBAIJAN TO CONTENDERS REGISTERED FOR PARTICIPATION IN THE FORTHCOMING ELECTIONS OF THE PRESIDENT OF THE REPUBLIC OF AZERBAIJAN ON OCTOBER 15, 2003
Central Election Commission of the Republic of Azerbaijan provides with free TV and Radio air, as well as printed press, founders of which are governmental organs and organizations at the expense of funds allocated by governmental organs, equal conditions for registered Presidential contenders and political parties, nominees of which have been registered for propaganda of pre-electoral programs.
Nevertheless, Central Election Commission considers important to inform the members of the current important stage of preparation to the elections and remarks with pities, that some registered Presidential contenders, representatives of some political parties, nominees of which have been registered, taking part in the actions, in controversy with demands of the law, perform facts of abuse.
According to demands of article 88.1 of the Election Code of the Republic of Azerbaijan, Presidential contenders, registered for participation in the Presidential Elections as well as political parties, nominees of which have been registered, should not allow calls directed to change of authorities by force and violation of territorial integrity of the state, expressions humiliating dignity of citizens in their pre-electoral programs, agitation materials, released in mass media, in their speeches at the meetings.
However, some registered Presidential contenders, as well as their agents and representatives taking part in elections political parties and nominees, ignoring this demand of the Law, perform actions, violating ethic norms, use expressions insulting dignity and honor of other contenders in their agitation materials, released by mass media and in their speeches at the meetings.
Despite of all actions, a number of elements of above-mentioned law-breaks on behalf of some registered Presidential contenders and their agents is still observed.
Addressing the contenders, registered to participate in the elections of the President of the Republic of Azerbaijan, Central Election Commission of the Republic of Azerbaijan states, that in their pre-electoral programs, speeches at the meetings with voters, agitation materials, released in mass media, they should not express illegal calls and views, thoughts, humiliating dignity of other contenders and citizens in the whole. Central Election Commission calls the contenders, taking part in the Presidential elections, to be strictly stuck to the regulations of the Election Code of the republic of Azerbaijan, regulating pre-electoral agitation and states once more that non-observance to these demands of the law will cause responsibility in order, defined by the Criminal Code, Code of administrative faults, Civil Code of the Republic of Azerbaijan.
