In accordance with the principles and objectives defined by legislation in the last years, forming of State information systems began.
While being worked out, the mentioned systems, which cover various spheres of the State’s activity and are aimed at ensuring rights of citizens, the experience of other countries as well as requirements of the international agreements were taken into consideration.
According to the country’s legislation, registration of those carrying insurance to enjoy pension and other social protection rights, registration of taxpayers, “National Passport of Azerbaijan”, “Frontier: ingress and egress” etc. can be cited as an example.
At the same time, lack of information on the population as defined in legislation or existence of inaccurate information results in shortcomings in various spheres of the state policy, in the first place, in realization of such important actions as social measures and elections, as well as breach of the law and difficulties in the sphere of ensuring human rights.
In this connection, and to ensure drawing up the collection of information on citizens in cases as defined in the law, I herby decree:
1. State Register of citizens of the Republic of Azerbaijan shall be created.
2. It shall be defined that:
2.1. The Register of citizens of the Republic of Azerbaijan is kept by the Ministry of justice of the Republic of Azerbaijan.
2.2. The Register of citizens of the Republic of Azerbaijan contains the following information on the citizens of the Republic of Azerbaijan: first name, last name, middle name, day, month and year of birth, family status and other data.
2.3. The Ministry of Justice of the Republic of Azerbaijan shall be assigned to:
3.1. draw up and submit within one month to the President of the Republic of Azerbaijan the draft Regulations “On the State Register of Citizens of the Republic of Azerbaijan” under the legislation in force of the Republic of Azerbaijan, and taking into account the positive experience gained in other countries, and international agreements, in which the Republic of Azerbaijan participates, as well as rules of drawing up, keeping and use of the present Register including rules of protection of appropriate data.
3.2. prepare and submit to the President of the Republic of Azerbaijan the proposals to ensure drawing up and keeping the State Register of Citizens of the Republic of Azerbaijan.
3.3. solve, within the limits of its authorities, other questions arising from the present Decree.
4.The Cabinet of Ministers of the Republic of Azerbaijan shall solve questions arising from the present Decree
5. The present Decree comes into effect from the day of promulgation.
