DRAFT RESOLUTION PUT FORWARD BY AZERBAIJAN UNDER THE NAME “THE MISSING PERSONS” ADOPTED AT 60TH SESSION OF THE UNITED NATIONS
It has to be noted that the corresponding resolution connected to the mentioned question has been put forward by the Azerbaijan Republic in 2002 at 5th session of the Commission of the United Nations on human rights and adopted by the said Commission.
The question on the missing persons is a problem which many states have faced and which reflects concern of all countries. In all territories where there are confrontations, there are missing persons, and therefore, the said problem always keeps the urgency. During the Armenian -Azerbaijan conflict in our republic have been registered about five thousand citizens who are considered unaccounted for. Repeated acceptance of the resolution at the 60th session of the Commission of the United Nations on human rights becomes the important factor in the field of reception of the information on destiny of our compatriots who have missed and attraction of the international organizations to solution of the problem. At the same time, the resolution calls the states for strict observance of norms of the international humanitarian law during existing confrontations.
The resolution reflects the rights of families of the missing persons, establishment of their person and definition of their destiny, the information on them, the obligation of the parties of the conflict concerning adoption of measures for search of them.
Also it has been marked that at the forthcoming 62nd session of the Commission of the United Nations in 2006 on human right, the question will be considered again, and is stipulated, that at this session the report of the UN Secretary General, connected with realization of the resolution will be submitted.
