EXTRA MEASURES FOR IMPROVEMENT OF JUDICIAL AND LEGAL SYSTEM

Within the frameworks of the judicial and legal reforms in the Republic of Azerbaijan, a number of progressive measures have been taken including passing of human rights related laws, creating fundamentally new judicial and legal system, and establishment of business relations with authoritative international institutions.

However, a number of problems still existing in this sphere require urgent measures aimed at increasing efficiency of the judicial system, improvement of implementation of court decisions and legal assistance to population, the work on state registration of judicial entities, and situation in other spheres.

Taking into account the significance of the positive experience of the developed countries and possibilities of the authoritative international organizations in this sphere, the Ministry of Justice has held a meeting with involvement of the representatives of embassies of the United States, Great Britain, Germany and Netherlands in Baku, responsible officials of OSCE, European Union, American Lawyers Association, German Technical Cooperation Association (GTZ), Open Society Institute – Assistance Fund, TACIS program of the European Commission, as well as those of the projects on improvement of the judicial system and support of the legal reforms in our country.

Stressing the progressive significance of the judicial and reform in the country, Minister of Justice of Azerbaijan Fikrat Mammadov, stressed the necessity of extra measures for solving existence problems, importance of their right coordination with the projects on support of the judicial and legal reforms in Azerbaijan.

The meeting participants have held a comprehensive exchange of vies on rendering technical assistance in bringing our national legislation to conformity with the international standards, improvement of the judicial system, existing problems and proposals prepared by the Ministry, as well as created a appropriate working group and agreed on further activity.

The Ministry is also taking necessary measures for implementation of the instructions by the President of the Republic of Azerbaijan connecting to elimination of the facts impeding entrepreneurs, given during his meeting with local businessmen on February 2, 2004.
