His Excellency Mr Ilham Aliyev, President of the Republic of Azerbaijan

On May 28, Azerbaijan will celebrate its national date and it’s an honor to congratulate this country – which we developed mutual friendship and respect.

Since the establishment of diplomatic relations between our countries in 1993, we have had the opportunity to deepen the relationship with Azerbaijan, which is situated in a strategic geographical and political location, with important and critical advantages, is an example of secular, modern and stable democracy whose population is proud of its diversity. Furthermore, it shows great economic and commercial potential, since it represents more than half of the GDP of the South Caucasus region.

In 2014, the Brazil-Azerbaijan Parliamentary Group was created, as a way to implement another efficient form of diplomacy, which is the inter-parliamentary relationship resulting from the participation of legislators in the parliamentary organizations on an international level.

It is with great honor and joy that I currently preside over this group, whose work has allowed our countries to develop a positive dynamic through political and parliamentary dialogue and official and working visits.

In this agenda, the exceptional growth of its oil and gas production is highlighted. The effective model adopted by Azerbaijan foresees the participation of the state company in all contracts, a factor that allows the local Sovereign Fund to diversify its investments inside and outside the country, including Brazil.

With regard to the culture, parliamentary relationships also find a rich area. In music, Azerbaijan which is known as “The Conservatory of the East”, has a lot to showcase, starting with the first Muslim opera in the world, Leyli and Majnun, composed by the famous Azerbaijani composer Uzeyir Hajibeyov. In literature, Mirza Fatali Akhundov, Mirza Alakbar Sabir, Jalil Mammadguluzade, Jafar Jabbarli, Firudun bay Kocharli and Ahmad Javad are noteworthy names. There are similar progress in the fine arts, architecture, theatre and cinematography.

The exchange of experiences will also be beneficial in the area of education, in view of Azerbaijan`s proficiency of 100 % in literacy for its people, as well as in sports, due to the great mutual interest in soccer, the enormous tourist potential of both countries being highlighted.

Finally, I would like to mention the prestigious invitation I received from the government of Azerbaijan to act as an observer of the elections that took place in February this year. There, in addition to visiting the beautiful and rich city of Baku, I witnessed the strength of its democracy, the modernity of its people and the great possibilities for social, economic and cultural relations between our countries.

Mr President, please accept my congratulations in honor of the national date of this exceptional country, with which Brazil aims to expand and mainly, to strengthen the ties of friendship and cooperation in the most varied areas of activity.
