GEORGIAN PARLIAMENT ADOPTS AMENDMENTS TO THE CONSTITUTION
If the parliament does not approve the premier candidacy, in this case, president is enabled to appoint premier by his order for 6-month term. If the parliament does not support the premier candidacy, then, president can dissolve the parliament. The deputies can face the same challenge if they do not pass the draft state budget presented by the government. In this case, the President is privileged to pass the budget by himself. If the parliament denies the budget half a year later, the head of state can dissolve the parliament.
This privilege cannot be realized by the president in four cases: during the marshal law, impeachment procedure against President, for six months after parliamentary elections and six months ahead of expiration of President’s tenure. The president is enabled to grant the citizenship to foreign citizens. He also can hold other appointments such as the leader of party.
The parliament can fire the government without any questions with 3/5 of votes. 118 votes are enough to gain the vote of no confidence to the Cabinet of Ministers. However, the president may not submit to lawmakers’ will but, at the same time, deputies may repeat their attempt.
The parliament has no right to adopt budget-related bills without agreeing with the Cabinet of Ministers.
Prime Minister may sack the ministers presented by him. If the President cannot discharge his duties, his powers are realized by chairman of parliament. If the latter is not able to work the responsibility to rule lays with Prime Minister.
