December 3. President Heydar Aliyev received the US Congress delegation.
December 4. He watched the first performance of Uzeyir Hajibeyli's musical comedy "O olmasin, bu olsun (If not that one, then this one)".
December 8. He made a speech at the ceremony of presenting orders and medals to the family members of martyred national heroes and servicemen of Azerbaijan.
December 9. He made a speech at the opening ceremony of the international symposium on "Islamic civilization in the Caucasus".
December 10. He delivered a speech at the meeting dedicated to the 50th anniversary of the UN Universal Declaration of Human Rights.
December 13. He attended the ceremony held under the motto "Children are joy to the world".
December 16. He received a delegation led by Special Advisor to the US President and Secretary of State Richard Morningstar.
December 18. He met with talented chess players - Teymur Rajabov, Vugar Hashimov, Gadir Huseynov and Rauf Mammadov.
December 19. He attended the poetry evening dedicated to the poet Zalimkhan Yaqub’s creativity.
December 24. He congratulated the people of Azerbaijan on the occasion of the World Azerbaijanis Solidarity Day.
December 31. He congratulated the people of Azerbaijan on the occasion of the New Year.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 will mark the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
