On February 28, a ceremony devoted to delivery to chairman of the Supreme Rada of Ukraine Vladimir Litvin of the diploma of the honorable doctor of this educational institution has taken place in the Baku State University.

Opening the ceremony, rector of the Baku State University, academician of NASA Abel Maharramov welcomed the dear visitor, informed that that Vladimir Mikhailovich Litvin in 1978 has graduated from the historical faculty of the Kiev University, in 1995 has defended dissertation for a doctoral degree. He is the academician of the National Academy of Sciences of Ukraine, Academy of Jurisprudence, a member of presidium of the Supreme Certifying Commission, member of the editorial boards of some of the scientific magazines, specialized academic councils, the honored worker of science and techniques, winner of the State Prize of Ukraine. He has been awarded with the big gold medal of University after Komenski, Slovakia. Since May, 2002 - chairman of the Supreme Rada of Ukraine.

The rector also has noted the contribution of the high guest to strengthening relations of friendship and cooperation between our countries during his work on this post. Having stopped on the history of international connections of the Baku State University, A. Maharramov emphasized that one of the graduates of this glorified educational institution is the national leader of Azerbaijan Heydar Aliyev.

Further, the rector informed that the Academic Council has given to Vladimir Mikhailovich Litvin for fruitful scientific and pedagogical activity, large contributions to expansion and strengthening of the traditional friendship, cooperation between Ukraine and Azerbaijan the rank of the honorable doctor of the Baku State University for merits in development of political sciences. The rector handed over to the guest the Diploma of the honorable doctor, a cloak, a commemorative medal and a gift and told that Mr. Litvin is the first honorable doctor of BDU representing Ukraine.

Chairman of the Supreme Rada of Ukraine Vladimir Litvin, having expressed gratitude for hearty welcome, high estimation of his scientific and pedagogical and political activity, has shared his views on the role of Universities in our restless world, global problems which the mankind has collided in the first years of the third Millennium, dangers of extreme politization of the society on the post-Soviet space, priority directions internal and foreign policy of Ukraine, condition of the Ukrainian - Azerbaijani relations. The visitor has especially emphasized: “The Ukrainian-Azerbaijani relations have nice prospects”. Vladimir Litvin presented the University a gift on behalf of the Supreme Rada of Ukraine.

Master of the historical faculty of BDU Dmitry Kirichenko on behalf of the Ukrainian students here congratulated chairman of the parliament of Ukraine.

After the ceremony, a warm conversation between Vladimir Litvin and the employee of BDU, colonel Malik Maharramov, participant of the Great Patriotic War in fights for Ukraine, awarded with a rank of Hero of the Soviet Union for the courage shown in the forced crossing of Dnepr in 1943.

Minister of education Misir Mardanov, vice-chairman of the Milli Majlis of Azerbaijan Ziyafet Askarov, head of a department of the humanitarian policy of President Administration Fatma Abdullazadeh, the ambassador of Azerbaijan in Kiev Talat Aliyev, the ambassador of Ukraine in Baku Boris Aleksenko and other officials took part at the ceremony.
