President of Azerbaijan Ilham Aliyev has signed the Decree toughening government control over the country’s construction sector.

The Decree orders the Ministry of Emergency situations to ensure government control over all stages of construction activities across the country, and to stop construction of the public and residential buildings unless the construction regulations in force are observed.

According to the document, the Ministry is to examine whether the buildings already completed but not accepted by the State Commission meet construction, sanitary and environmental regulations in force, and in case that violations are revealed, to submit collected materials to the law enforcement bodies.

The Decree also gives relevant instructions to the Ministry of Labor and Social Protection of Population, the Ministry of Taxes and State Committee for Town-planning and Architecture.

The Cabinet of Ministers is charged with revising, in one month, the state construction regulations, and presenting proposals on their improvement in accordance with modern requirements, to the President of Azerbaijan. The Cabinet is also ordered to prepare and submit to the President the draft regulations for approval of completed buildings, and proposals on toughening penalties for violations of construction safety regulations.
