“PREVENTION OF WAR CRIMES AT THE NATIONAL AND INTERNATIONAL LEVEL” DEDICATED
As was informed, vice-president of the Milli Majlis Ziyafat Askarov, opening the conference has in detail stopped on the history of research of the grave kinds of the international crimes - military aggression, genocide, and war crimes. He has noted that such crimes were committed and in Azerbaijan. As a result of military aggression of Armenia, the fifth part of territory of Azerbaijan has been occupied, more than 1 million of Azerbaijanis became refugees and IDPs.
At the conference, it has been marked that aggression, genocide, war crimes should not remain unpunished. For this purpose, a process of creation of new international legal and national treatment is extremely important. In this sense, carrying out the Conference represents great value and will promote understanding of the focused question.
At conference also has been underlined that our people has not lost belief that requirements of the international criminal law sooner or later will be observed, and impunity, at last, will be put an end.
Head of the ICRC representation in Azerbaijan Ms. Mary Vernts, having noted value of the said action, has expressed her attitude to the problem. Regional adviser of Moscow ICRC representation on legal issues Archil Krukov made report on the topic “Prevention of war crime: common obligations and experience of the CIS countries”, judge of the court Surakani district court Vafaddin Ibayev on the topic “Prevention of war crimes in legislation of the Azerbaijan Republic”, lawyers - defenders of the International Criminal Tribunal on former Yugoslavia Michael Karnavas and Ezhen Osalivan on themes “Main principles of the international criminal law” and “International Criminal Tribunal on the former Yugoslavia (ICTY): war crimes in practice of ICTY”.
Head of the department of the administrative and military legislation of Milli Majlis Nizami Safarov has addressed to conference with the report on the topic “The Roman statute of the International Criminal Court - substantive provisions: Constitutional questions concerning ratification and implementation of the Roman statute ”.
Also was made a report by representative of the Ministry of Justice of Germany Ian Makley “On cooperation with the International Criminal Court”.
Vice-president of Mill Majlis summed up the Conference.
