PUBLIC SERVICE EXPERIENCE OF POLAND STUDIED
AS stated by AzerTAj, the visit was organized in the frame of TACIS project “Realization of reforms in the field of public service”, beneficiary of which is the Executive office of the president of Azerbaijan Republic. The said project of TACIS renders to the Republic of Azerbaijan technical assistance in realization of the Law, in effect since September 2001, “On public service”, and connected with it other normative-standard acts. One of the key tasks of the Project is to study experience of reforms conducted in the countries economy of which experience transition period, in the field of public service and consideration of opportunity of acquiring such experience in the reforms to be conducted in Azerbaijan.
The key goal of the visit to Warsaw is to familiarize with the experience in the field of accepting to job the public employees in Poland, conducting appropriate competitions, organizing system of trainings, promoting development of the professional level of public employees, and problems accrued in the process of reforms conducted in the public service.
During the visit, was held several meetings with the head of the Office of public service of Poland Mr. Ian Pastva. In these meetings, Ian Pastva gave comprehensive information on the reforms in Poland in the field of public service, role of the Office of public service in the said reforms, publication of ads on the vacancies in the public service, serious and strict requirements to those wishing to occupy high positions in the public service.
In the course of meeting with the head of the Public Service Council of Poland, members of delegation familiarized with the activity of the Council, its role in the reforms, conducted in the field of public service and improvement of legal and economic base of the public service.
Members of the delegation were deeply interested in the meeting, held at the National School of Public Administration of the Republic of Poland. Director of the School Ms. Maria Gintovi-Iakovich updated the guests on creation of the higher educational institution, types of education, on the admitted contingent, on the work of alumnus at the public service and other interesting issues.
In the course of visit, passed in an intensive schedule, was held meetings at the Secretariat of the Prime Minister of Poland, Seym (Parliament), with the deputy ministers of economy, labor and social policy, as well as internal ministry and professors of the Warsaw University.
