TACIS PROJECT WORKSHOP ON REALIZATION OF REFORMS IN PUBLIC SERVICE UNDERWAY

PRESIDENT ADMINISTRATION OF AZERBAIJAN REPUBLIC IS BENEFICIARY OF THE SAID PROJECT FINANCED BY EU

In connection with the creation of centralized database on the public employees, the TACIS project of the European Union on conducting reforms in the field of public service organized at the Hotel “Hyatt Park” a regular seminar with the participation of experts of the Executive Office of the President of Azerbaijan Republic, EU, coordinator of the “European House” in Baku, as well as heads of staff departments and information technologies of a number of central bodies of executive power.

Participants of the seminar were presented the elaborated by the Center of information resources and technologies of the Executive Office of the President of Azerbaijan Republic proposals on creation of the centralized database on public employees. The EU experts and the workshop participants had exchange of views on the requirements for the database, and information on public employees to be introduced.

The centralized database on public employees will promote to have organizational provision for registration of public employees and established by legislation rights of them, as well as definition, execution and improvement of state policy in the field of public service on the base of collected general information. Conducting of the necessary operations concerning collection, registration and analysis of the information on personnel counts of public employees, preparation of the established registrations, forming of polls, etc. will be realized by this system.

It has to be reminded that the EU TACIS project on conducting reforms in the field of public service promotes strategy of execution of the Law of Azerbaijan Republic “On state service”, elaboration of detailed instructions on admission to the job, examination and definition to higher position, organization of activity of the Council of state management service, creation of centralized database on public employees, elaboration of training materials, as well as strategy of reforms in the field of state management.
