The 275th session of the committee of deputy Ministers of the European Conference for Transport Ministers /ECTM/ was held in Paris on October 24-27.

The representatives discussed in detail the issues put in the agenda: new time constraints, unconditional passage of Armenian carriers through the territories of other countries, integration, budget and others. Azerbaijan was represented at the at the session by Chief of the Department for Motor Transport Service of the Ministry of Transport Chingiz Bakhishov and deputy Chief of the Main Board of Transport Inspection Yagub Novruzaliyev. Heated debate took place over the time constraints scheduled to be introduce since 2004. It means that must within 6 days after delivery of cargo to some country any carrier must leave the country within 6 days. This innovation put into agenda at the request of representatives of Germany and Austria has faced serious opposition from the representatives of many countries.

Armenia elected unconditionally as full member of this structure, was for the first time given the voting right at this session contrary to the regulations adopted in 1958. According to them, the ECTM member countries may freely carry cargo through their territories. Representatives of Turkey and Azerbaijan made special statement to the effect that Armenia although admitted to the organization may not enter the territories of Turkey and Azerbaijan. The Azerbaijani side once again informed the session participants that Armenia is an aggressor, which had occupied 20% of Azerbaijan’s territory and caused over million refugees and displayed people who have been living in unbearable conditions.
