Our state guarantees free will of the citizens by means of protection of the principles and norms of universal suffrage.

Central Election Committee of the Republic of Azerbaijan takes every action for conducting free, transparent and democratic elections, providing citizens’ rights to vote and be elected without any discrimination among participants of the election process, guarantees their equal participation at the elections.

Some stages of preparation to the Presidential elections, the important event in socio-political life of the country, are left behind. Election campaign has already started a month ago.

Central Election Committee of the Republic of Azerbaijan adopted instructions on application of some regulations of the Electoral Code of Azerbaijan Republic related to conducting election campaign and rules of providing the air-time on TV channels and publication of the election campaign articles at the periodical press for the Presidential contenders, candidates from political parties.

Presidential contenders, political parties and citizens perceive the principles of free conduction of the election campaign as main criteria.

Central Election Committee appreciating this action as an important step considers that election campaign and activity of the Presidential contenders, political parties and citizens have to rely on principles of law, as well as sound competition and mutual respect. In the course of election campaign, abuse, appeals to the forcible seizure of power and change of Constitution of the country at the election programs of the Presidential contenders, their agitation materials spread in mass media, ideas offending citizens’ honor and dignity are inadmissible.

Speeches calling for threat and violence in the course of elections or dissemination of same articles are prohibited by law. However, appeals to violence, ideas insufficient to the ways of thinking and ethic norms of our people are published in some newspapers.

Of course, everybody enjoys the right of freedom of expression and speech. According to the Constitution of the Republic of Azerbaijan, human rights and freedoms mean the responsibility and commitments of everyone before society and other persons. Nobody is able to disgrace persons, protected by the state.

Central Election Committee of the Republic of Azerbaijan addressing the Presidential contenders, candidates from political parties, as well as public organizations and citizens, all participants of the election process states that anti-constitutional calls and challenges humiliating honor and dignity of the citizens at the election program of the Presidential contenders, meetings with the electors and speeches, agitation materials spread by mass media, are inadmissible.

Central Election Committee calls on all participants of election campaign to observe requirements of the Electoral Code of the Republic of Azerbaijan regulating election propaganda and states that inobservance of these rules may bring to responsibility defined by the Criminal Code, Code of the Administrative Offence, and Civic Code of the Republic of Azerbaijan.
