It is very pleasant for me, at the moment when the Azerbaijani people have just renewed their confidence in reappointing you to the Presidency of the Republic, to address to you, in the name of the Algerian people and government, and in my personal name, our warm congratulations and my wishes for the best health and happiness for yourself, welfare and prosperity for the Azerbaijani people friend.
I seize this fortunate opportunity to assure you of my full readiness to work with you to strengthen the bonds of friendship and cooperation between our two countries with a view to bringing them up to the level of the aspirations of our two peoples.
