Guided by Item 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to further increase the transparency of government agencies, prevent corruption, further strengthen the accountability of government agencies to the public, further improve electronic services provided by government agencies to the population, and to ensure the sustainability of anti-corruption measures, I hereby resolve as follows:

1. To approve the “2022-2026 National Action Plan to Strengthen the Fight Against Corruption” (attached).

2. Central and local executive authorities, state-owned and state-controlled legal entities, as well as public legal entities established on behalf of the state shall:

2.1. Submit the annual report on the implementation of measures envisaged in the “2022-2026 National Action Plan to Strengthen the Fight against Corruption” (hereinafter referred to as the Action Plan) to the Cabinet of Ministers of the Republic of Azerbaijan and the Anti-Corruption Commission of the Republic of Azerbaijan before 30 December each year;

2.2. Approve annual work plans for the implementation of the Action Plan and send information about this to the Anti-Corruption Commission of the Republic of Azerbaijan in electronic form.

3. To recommend to the Supreme Court, the Prosecutor-General's Office, the Judicial-Legal Council, the Commissioner for Human Rights (Ombudsman), the Central Bank and the Chamber of Accounts of the Republic of Azerbaijan, as well as national associations of municipalities, to ensure the implementation of the Action Plan.

4. To instruct the Cabinet of Ministers of the Republic of Azerbaijan and recommend to the Anti-Corruption Commission of the Republic of Azerbaijan to regularly analyze the state of affairs in connection with the implementation of the Action Plan and inform the President of the Republic of Azerbaijan.

5. To instruct the Cabinet of Ministers of the Republic of Azerbaijan to:

5.1. Coordinate the implementation of measures envisaged in the Action Plan;

5.2. Resolve other matters arising from this Order.

6. To recommend to the Anti-Corruption Commission of the Republic of Azerbaijan:

6.1. Ensure regular evaluation of the progress in the implementation of the Action Plan and take measures to involve civil society institutions in this process;

6.2. Regularly update the public about the work done in relation to the implementation of the Action Plan.
