ARMENIA RESORTS TO ONE MORE PROVOCATION
YAP sent a statement to AzerTAj, which says at the time when efforts of the OSCE Minsk group and other international organizations towards Nagorny Karabakh conflict resolution though negotiations enhance Armenian party resorted to the provocation that harms the peaceful resolution. Since early August armed forces of Armenia has got down to command-staff exercises in the occupied Azerbaijani territories.
At the same time, unrecognized separatist regime of Nagorny Karabakh is preparing for 8 august 2004 elections to institutions of local governing.
Command-staff exercises of Armenian armed forces in the occupied territories of Azerbaijan once more indicates that Armenian side disregards appeals and documents adopted by international organizations adopted also by the Council of Europe related to peaceful settlement of the conflict which will damage process of negotiations.
At the same time, elections to the institutions of local governing conducted by the unrecognized separatist regime contradicts standards and principles of international law and COE-related commitments assumed by Armenia. As early as in august 2001 Council of Europe called on the population of Nagorny Karabakh to reject elections without participation of the Azerbaijani community. However, as usual, Armenian party ignored the COE’s call.
It once more indicates that leadership of Armenia is not interested in peaceful resolution of Nagorny Karabakh problem. In the time when peaceful negotiations become more intensive Armenia prefers these kinds of provocations.
The statement further urges international organizations and co-chairs to take firm steps to return Azerbaijani lands and impose sanctions on Armenia in accordance with the principles of international laws.
