Asian Development Bank: A multi-tier financing structure should be created

“In affordable housing projects, governments, cities, development banks, the private sector, and communities each have their own role,” said Srinivas Sampath, Director for ADB's Water and Urban Development Sector Office, in his remarks at a panel titled “A New Deal for Housing Finance,” held as part of the 13th Session of the UN World Urban Forum (WUF13).
He emphasized that development banks aim to leverage limited capital to mobilize larger private investment, noting that this requires a multi-layered financing structure where governments, international financial institutions, and development capital help reduce risks for the private sector. He added that philanthropic funding can play a catalytic role by absorbing initial risks and attracting private investment, while many projects fail to secure funding due to weak structuring despite sufficient global capital.
