Investigation on the criminal case excited in Hungary concerning the officer of National Army of Azerbaijan Ramil Safarov yet has not come to an end, and Armenians already aspire to get the political capital, to use all opportunities and damage image of Azerbaijan. Permanent representative of our country in the United Nations Yashar Aliyev in his interview to AzerTAj correspondent has answered questions on the resonance caused by the Budapest event in the United Nations, and on other moments of activity of Azerbaijan in this international organization.

- Mr. Ambassador, it is known, that in connection with criminal case in attitude of Ramil Safarov, Armenia conducts campaign in a number of the international circles, uses this question to compromise Azerbaijan. In what kind the event which has occurred in Budapest has been informed the United Nations?

- Alongside with the international circles, Armenia aspired to develop a similar campaign and in the United Nations, having distributed special letter in connection with the said question. It is nothing but the Armenian swindle. As Armenians, even before end of the investigation accusing Azerbaijan in "Armenian-phobiaВ”, aspire to get to them the political capital. We perfectly know essence of all it. The Azerbaijan side has given a resolute answer on the letter distributed by them in the United Nations. In the document directed to our representation to the Secretary General and Security Council, it is emphasized that Azerbaijan regrets in connection with the occurring event. At the same time, it is spoken, that there is an investigation and the court should take place. Only after that it is possible to speak about any result. I resolutely declare, that our representation in the United Nations will answer all attempts of the Armenians to damage the image of our country and will consistently protect positions of Azerbaijan.

- Four resolutions adopted by Security Council of the United Nations on the Armenian-Azerbaijan, Nagorny Karabakh conflict, already more than 10 years remain on the paper. Any step for their performance is not undertaken yetВ…

-Your question is very important. I shall try to be exact in the answer and base on the facts. These resolutions have both for Azerbaijan and settlement of the conflict a great political value. In resolutions of Security Council, Nagorny Karabakh it is recognized as a component of Azerbaijan. It has found the reflection in the official document. And though all this while remains only on the paper, the Armenians perfectly know what it means. Other moment consists that Security Council of the United Nations last time discussed the question concerning the Armenia-Azerbaijan conflict in April 1995. And since the Nagorny Karabakh problem was not included in the current agenda of the United Nations. And the reason of it consists that directly is engaged in settlement of the said conflict the OSCE. The United Nations has declared that would promote OSCE. This moment is marked and in the known resolution В“Cooperation ОЋН­ОЃС…В”. The United Nations support activity of OSCE on the mentioned question and are ready to provide necessary technical or political examination. As is known, within the framework of OSCE, the certain work is carried out. At the same time, we have right at any moment to address the Security Council of the United Nations and to demand discussion of the Nagorny Karabakh problem.

-The Azerbaijan side repeatedly expressed its discontent with unsatisfactory activity of the Minsk Group of OSCE. Some circles even demand to change the intermediary format. In what degree transition to the United Nations of the intermediary mission connected to the Nagorny Karabakh conflict is real?

-It is only suggestion. The Charter of the United Nations provides sufficient legislative base for this purpose. Our country as the member of the United Nations has right to address the Security Council.

-In 2003-2005s, Azerbaijan carries out membership in one of the six basic bodies of the United Nations - Economic and Social Council. Half of this term already has remained behind. How you estimate activity of Azerbaijan in this structure?

-Truly, it is possible to tell that half of three-year term of membership of Azerbaijan in the Council has passed. As a whole, the Council will consist of 54 members elected for three-year term. These places are given, proceeding from geographical reasons, Africa, Asia, the East Europe, Latin America and islands of Caribbean Sea, the Western Europe and other states. This year Azerbaijan has been elected on one of four vice-presidential places of the Council. On this post, our country represents the states of the Eastern Europe. This post has assigned to us new obligations. Now, I am in structure of ESC management prepare for a meeting forthcoming in Washington with representatives of the World Bank and the International Monetary Fund. The said meeting is preparation for dialogue between ESC and the international financial and trading institutes, which will take place on April 26 in New York. One of the primary goals the Council is facing is rendering assistance to less developed countries and search of financial sources of this help. Within the framework of one-day dialogue we shall carry out serious discussions to find answers to questions В“In what the role of the advanced countries should consist? В” and В“What are the functions of the less developed countries?В”

In the post of vice-president, Azerbaijan coordinates relations of the Council with other agencies of the United Nations. In these frameworks, we are engaged in the sphere connected to development of rural territories. In view of last decrees and orders of President Ilham Aliyev, this question is of great importance for Azerbaijan. We aspire to familiarize closer with global experience in this area, to come into contact to the international structures. Regular session of SCE is due in June of this year. At the session, we expect active participation of the high-ranking delegation from Azerbaijan. Here, we can achieve important results for assistance to development of agriculture in our country.
