Baku hosts 3rd meeting of INTOSAI Task Force on Procurement Contract Audit

The 3rd annual meeting of International Organization of Supreme Audit Institutions (INTOSAI) Task Force of Public Procurement Contract Audit has kicked off in Baku.
The event participants include representatives of supreme audit institutions of Azerbaijan, Russia, Belarus, Kyrgyzstan, China, Latvia, Portugal, Slovenia and Zambia.
Addressing the event, chairman of the Chamber of Accounts Vugar Gulmammadov hailed the importance of the meeting for the Chamber of Accounts of Azerbaijan.
He emphasized that the Chamber of Accounts was regularly submitting recommendations to the government and parliament in order to eliminate gaps and contradictions in normative and methodical documents in legislation regulating procurement, strengthen state control over procurement procedures, improve control mechanisms and increase transparency in this area.
Head of Department in the Supreme Audit Institution of the Russian Federation (the Accounts Chamber of the Russian Federation) Natalia Bocharova highlighted the activities of the second meeting of INTOSAI which was held in Russia in 2014.
The meeting also heard a report entitled "Public procurement: the role and importance of the Chamber of Accounts" from employee of the Chamber of Accounts of the Republic of Azerbaijan Nazar Nasibov, as well as reports on pilot projects for the audit of procurement contracts in INTOSAI member countries from representatives of supreme audit institutions of Portugal and Zambia.
The Task Force aims to develop universally accepted common approaches and procedures of procurement contract audit and is based on the potential of Supreme Audit Institutions which have diverse experience in that field.
Among the tasks which the Task Force endeavors to accomplish are the analysis of international practices and methodological baseline underpinning procurement audit, the development of international procurement contract audit standards on its basis, aids and guides on procurement contract audit for speafiс sectors and spheres, the creation of a cohesive training base.
