The Corruption Fighting Commission under the Public Service Administration Council of Azerbaijan held its regular meeting chaired by Ramiz Mehdiyev. Discussed were the works done in the field of combat against corruption in public health and education, the measures undertaken to implement the State Fighting Corruption Program and considered a number of other questions related to the item.

Members of Commission noted significant steps made in combat against corruption in the health and education system.

On the measures accepted in the field of public health services, reporting was Minister of Health Ogtay Shiraliyev. The Minister has in detail told about problems in system of public health services, in particular, the questions connected to personnel maintenance, medical education, and quality of health services, import of medicines. Discussed were the questions connected to abusing in system of public health services and embezzlement of the state property, infringements in activity of medical institutions and in the field of pharmaceutics, the facts of corruption at licensing. It has been marked, that now in system of Ministry of Health, the corresponding checks connected to the facts of corruption are carried out. Minister of Health informed about realization last months in the ministry of radical personnel reforms, structural changes, organizational and practical measures, the beginning of construction of new hospitals, repair and equipment of hospitals.

The commission has noted, that for the expired period corruption in system of public health services has accepted systematic character and was carried out in the organized form, and, taking into account value of the measures accepted in last months in this area and supporting the given measures, has made certain decision on more intensive continuation of the started reforms in system of public health services, realization of the legislation on obligatory medical insurance, definition by the legislation of the status of doctors.

On the measures accepted in the field of education, Minister of Education Misir Mardanov has reported. Minister spoke about reforms carried out in education system and programs, has noted, that for last year the state had been accepted the important measures.

It has been marked, that at schools it is necessary to enhance the responsibility of teachers, to create fundamental change in teaching and educational work with pupils, to provide transparency in all areas, the control of parents and the public should have real character.

It has been especially marked, that one of the reasons of lacks of education system is connected by that local enforcement authorities until recently they were not engaged closely in teaching and educational work, strengthening of their material base.

Having emphasized necessity of the new legislation in the field of education, the commission has made certain decision on realization of serious reforms in the field of education, improvement of quality of education, use of new methods and technologies.

The decision on representation was accepted for discussion of the commission of the bills prepared by working group in structure of representatives of the government of Azerbaijan, and also such international organizations, as OSCE, АВА/СЕЕLI, the Council of Europe, Transparency International. At session, also discussed were questions of the organization and financing of activity of Secretary of the commission.
