Russia simplifies customs regulations for goods crossing the Russian border. Introduction of new customs regulations will help to put and end to cargo delays in checkpoints of the Russian border, State Customs Committee of the Russian Federation reports. According to the new regulations, individuals and organizations involved into foreign trade, should submit the related papers to customs stations 15 days before their cargo arrives to Russia. It makes easier the procedure of revise of real goods with declaration and other documentation, submitted earlier.

Chairman of the Russian Customs Committee, M. Vanin issued a resolution on new customs regulations, which are to come into effect on September 1, 2003.

Participants of foreign trade activities will get an opportunity to take away their cargo before completion of customs procedure, but on condition of submitting of the customs papers and accounting within one month, the resolution reads. In case of lack of coincidence, the customs has a right to introduce corrections into customs price. The customs has a right not to agree to customs cost of goods and to put goods “into circulation” before settlement of the issue of its cost and the owner of goods shall guarantee extra payments in case of necessity.

Taking into account the fact that Azerbaijan is one of the most active trade partners of Russia, of agricultural production in particular, new regulations will give a chance to Azerbaijanis to move their goods via Russian customs freely, without any delays.

It should be reminded that during January-May 2003, export of goods from Azerbaijan to Russia is amounted at 41 million 701 thousand 800 and import - 128 million 605 thousand 500 US dollars.
