On November 23-25, delegation of the Azerbaijan Republic led by the first deputy general public prosecutor, the state adviser of justice of 3rd degree Rustam Usubov took part in session of Coordination Council of general public prosecutors of member states of the Commonwealth of Independent States taking place in Moscow.

As informed, at the session, discussed were improvement of interrelations of bodies of Public Prosecutors of CIS states in the field of combat against corruption, preparation of the draft agreement on cooperation of general public prosecutors of CIS states in combat against terrorism and other forms of extremism, preparation of the draft agreement on cooperation of general public prosecutors of CIS states in the field of protection of the rights and legitimate interests of minors, the project of the modeling law “On Public Prosecutor”, the plan of work of Coordination Council of general public prosecutors of CIS states for 2006-2008, the condition of interrelations of general public prosecutors of CIS states in the field of observance and application of the laws directed on protection of the rights and freedom of the person and the citizen and other organizational questions.

Opening the session, chairman of Coordination Council, the general public prosecutor of Russia V. Ustinov has noted its anniversary character and spoke of the work done for expired years, especially having emphasized acceptance of the “Convention of combat against criminality”.

The first deputy general public prosecutor of Azerbaijan R. Usubov, having spoken concerning the question of formation of common concept of crimes of corruption, has declared refusal of participation in work on harmonization of the legislation of CIS member countries.

After the offer of chairman of Coordination Council of general public prosecutors of the CIS of V. Ustinov to acquaint participants with the work done in the Azerbaijan Republic in the field of combat against corruption, the first deputy general public prosecutor R. Usubov in the statement in detail informed participants of session on experience of combat against corruption and carried out in this connection in Azerbaijan reforms in the field of improvement of the national legislation and legal base. He informed about connection of the Azerbaijan Republic to conventions of the Council of Europe “On the civil-law responsibility in connection with corruption”, “On the criminal liability in connection with corruption”, acceptance of the Law “On combat against corruption” and, especially having emphasized authorized by the Order of the President of the Azerbaijan Republic from September 3, 2004, the relevant State program in combat against corruption.

Chairman of Coordination Council of General Public Prosecutors of the CIS V. Ustinov has especially noted positive experience of Azerbaijan in the field of fighting against corruption.

Discussion of one more question of the agenda of session was modeling the bill of the Commonwealth of Independent States “On Public Prosecutor”. General public prosecutors of Georgia, Ukraine and Moldova have supported a position of the Azerbaijan side.

In conclusion, discussed were organizational questions, the general public prosecutor of the Russian Federation V. Ustinov was elected as chairman of Coordination Council of general public prosecutors of CIS states, the next session was decided to carry out in the spring of 2006 in the city of Minsk.

Within the framework of visit, also were held meetings with high officers of the State Offices of Public Prosecutor of some CIS member countries, have been in detail informed about successfully carried out all-round reforms in Azerbaijan under the direction of the President of Azerbaijan. During the meeting with the deputy general public prosecutor of Russia A. Zvyagintsev, discussed were questions of extradition of the persons made grave crimes and hiding from investigation.

Upon termination of action, there was held a press conference of heads of delegations for mass media. The delegation of Azerbaijan, accepting active participation in press conference, has in detail answered the questions.
