At a summit meeting in Madrid, the leaders of Spain, Germany and France have announced they will work jointly to bring about a quick ratification of the European Union constitution. The announcement follows the new compromise on the constitution accepted by the Spanish government. Hosting the meeting, Spanish Prime Minister Josй Luнs Rodriguez Zapatero said the "old Europe" was as good as new - a reference to US Defense Secretary Donald Rumsfeld's criticism of opponents of the Iraq war. The leaders of all three countries described the situation in Iraq as very serious, with French President Jacques Chirac saying a Pandora's box had been opened that now could not be closed.
