MILLI MAJLIS DISCUSSES DRAFT STATE BUDGET FOR 2006
During discussions, the deputies spoke of the planned growth in the state budget of the next year, drawing up of the major financial document of year, highly have estimated results of economic policy carried out in the country.
Members of Parliament spoke about problems of the population of rural areas in the field of energy, water, gas supply, telecommunication, education and public health services, about shortage of micro-credits for development of agriculture and the difficulties, caused by the local regional banks in this item, necessities of increase of the state care and attention to development of mountain regions, and also to needy families. Deputies have called the government to raise attention to the mentioned spheres, to approach to mountainous areas with special care, and also have suggested increasing the means allocated for strengthening of Diaspora, reorganization and development of post system of the country.
Speaking at session, 54 deputies have stated the opinions and offers connected to the budget. First vice-chairman of Milli Majlis Arif Rahimzade told his suggestions on the project of the budget for next year.
MPs noted that preparation of the budget proves internal and foreign policy of the state, successful realization of economic policy.
Deputies have unanimously underlined that the budget of the Azerbaijan Republic for 2006 not only has a social orientation, but also creates a strong basis for the further development of country, as in 2006 the investments will increase in comparison with the last year in 3,9 times.
With a view of improvement next year of power supply, large-scale work will be done in the country. The certain part of the given investments will be directed to this sphere. Also large projects will be carried out in the field of improvement of water supply.
In statements, it has been marked that the largest means in the budget are stipulated on army construction. And more than half of the means stipulated for the Ministry of education.
The special attention the next year will be given to creation in the Republic of infra-structural objects, building roads, to development of links. With this purpose, are allocated from the budget enough means.
At session, also it has been underlined that one of priority spheres in the country should become tourism and its development. Now, in this direction the important work is being conducted. However, in the legislation connected to tourism, there are a number of gaps, which the Milli Majlis in forthcoming years should remove. In the future, tourism will turn in one of the spheres providing development of Azerbaijan.
On this, the Milli Majlis has rounded discussions of the draft budget for 2006. At the session forthcoming on October 13, the Minister of Finance will clear up the questions lifted by deputies during discussions.
