MUNICIPALITIES EXPERIENCE FINANCIAL DIFFICULTIES
The sitting participants discussed the bill “On Implementation of the State Budget of the Azerbaijan Republic 2003” and execution of local authorities’ budgets.
Chairman of the commission Zahid Garalov said that although the state budget provided subsidies to the amount of 25 billion manats and approximately 5 billion were already spent. It caused some problems in the work of local authorities because they could not realize some projects designed for 2003.
Chairmen of municipality councils noted that Minister of Finance and others should facilitate the credit allotment for local authorities and funds should be transferred directly to the municipalities’ accounts rather than province financial organizations’. If these proposals are adopted, municipalities will take steps to settle people’s problems locally.
Then, it was decided to bring this bill to Milli Majlis’s consideration and present municipalities’ proposals and remarks to the Cabinet of Ministers.
