ON RULES OF USE OF BRAILLE STENCILS TO EXTEND SUFFRAGE BY SECRET VOTE FOR VISUALLY HANDICAPPED PEOPLE
In the course of the ballot, the stencil may be used by numerous visually handicapped persons: the stencil must be put over the voting paper so that the lines written in Braille and on the paper coincide with one another. To prevent the stencil’s sliding down the voting paper, it must be preliminary clamped on four sides and given to the voter by the member of the election commission. The visually handicapped voter should do as follows: determine the name of the candidate he is going to vote for written on the stencil in dotty, embossed Braille; count from the top down the engraved squares and put any mark e.g. “X” in the square located from the right of preferable candidate. After voting, the stencil must be given back to the election commission member for other visually handicapped people to vote.
For the visually handicapped people to freely express their will in the elections, the stencils have been delivered to all polling stations in of the countries election districts.
