PACE FALL SESSION STARTED
Before the beginning of session, sittings of separate groups and committees of PACE have taken place. Azerbaijani deputies have stated position of our country on the discussed questions.
At the session of political committee, the head of delegation Samad Seyidov has proposed carrying out of one of the next sittings of Committee in Baku. His offer has been unanimously backed, and was adopted a decision to determine in the near future the date of sitting.
On October 4, the session started. Opening the session with address, President of PACE Peter Schider has reminded the deputies of death of thousand people as a result of the acts of terrorism which have occurred in some countries, and has noted that the international terrorism has put Europe before serious threat.
The agenda included the following questions: results of the parliamentary elections conducted in Kazakhstan, activity of democratic institutes in Serbia and Montenegro, execution of the resolution #1358 concerning fulfillment of obligations by Azerbaijan, participation of women in elections, election of the judge of the European Court on human rights, combat against terrorism in the Council of Europe member-states, the Organization of Economic Cooperation and Development and world economy, political situation and condition of human rights in the Chechen Republic, execution of resolutions #1361 and 1374 concerning fulfillment by Armenia of the obligations, the new concepts connected to democratic development, education in Europe and other questions.
Extraordinary discussion on the decision of the PACE Bureau of the Russian - Georgian relations has caused debate. Despite of the protest of the Russian deputy in connection with inclusion of the question in the agenda, the European deputies have made the decision to discuss it.
Statement of Chairperson of the Parliament of Single Africa Ms. Gertrude Mongella about the critical situation created in the African countries has been met with interest. Ms. Mongella has paid attention deputies that the African countries from the point of view of development lag behind the European states that as a result of AIDS which has captured all continent, 14 million children grow without parents, has told about heavy situation in Sudan, that some countries of continent are on the verge of poverty and other questions, and also has called the Council of Europe to render humanitarian assistance to the countries of Africa faced with difficult and heavy position.
In the report of the Italian deputy of Tani de Zuluett, connected to the parliamentary elections in Kazakhstan, and in discussions around the question, has been marked the high level of elections.
Samad Seyidov has noted that support of neighboring countries of the elections which have been conducted in Kazakhstan, address of the management of the country in the Council of Europe in connection with elections are the positive phenomenon, highly has estimated the large opportunities given for development of democracy.
