PACE MONITORING COMMITTEE’S SITTING HELD
In the interview to AzerTAj correspondent, Bakhtiyar Aliyev, member of the Azerbaijan delegation at PACE, said:
- Co-chairs on Azerbaijan Andreas Gross and Martinez Kassan prepared and submitted to the Committee a report on activity of the democratic institutions in the country. Unfortunately, the report was distributed among the Committee members just only on the day of sitting, therefore they could not familiarize with the document in detail.
The report was dedicated to the ongoing democratic processes in Azerbaijan and the current situation in the country. Largely was covered the 15 October presidential elections in the Republic. After assessment to the elections, it is stated that lack the lists of names of the some electors and other shortages had not affected the entire results, and that Ilham Aliyev won with the overwhelming majority of votes. M. Kassan also acknowledged the fact, while A. Gross only noted it.
Once again, in the focus were the events taken place on 15 October before the HQ of the Musavat Party, and the situation after the elections. The double standard towards the said item was clearly seen. However, M. Kassan and other deputies, who watched course of election, noted that in the meeting on 14 October with Isa Gambar the latter stated that in case of failure his supporters would conduct mass action, would call on the people for disobedience. The deputies condemned such treatment to the democratic processes and his preliminary position, pointing that before opening of the ballot boxes and counting of votes, Isa Gambar announced on his victory, which provoked mass disorders. Albeit the international observers called on him to refrain from such idea, I. Gambar ignored this and forced people to disorders and unrest.
At the sitting, also was noted that the opposition in Azerbaijan yet did not acquire democratic culture, and it is not able to openly acknowledge its failure and deprived of habits of cooperation for construction of democratic society.
It was pointed that in Azerbaijan, there were all conditions for organized conducting of election campaign, but different opinions were also heard. Thus, was made a motion: in preparation of the list of voters, it should be addressed to the Venice Commission to assist Azerbaijan.
In one of the attachment to the report, it was highly assessed joining of Azerbaijan to the international Conventions, adoption of new laws, amendments to the Constitution in bound with human rights protection.
One of the most important for the country issues was: Will the Report connected with the fulfillment of the obligations taken before CE by Azerbaijan be ready until the January session of PACE? To this end, I noted that Azerbaijan worthily fulfills its obligations. A number of Drafts were timely sent to the international organizations for evaluation, and they were positively assessed. The said Drafts are currently discussed by the deputies and will be adopted until the January session of PACE. I should once again recall that Azerbaijan timely fulfills its obligations.
The MP said: “In my remarks, I noted that A. Gross in his interview to the Radio “German Wave” sounded some thoughts related to Azerbaijan. The newspaper “Yeni Musavat” made a headline of this. And M. Gross rejected this, saying that what he told was connected with his wish to see Azerbaijan more democratic country, and which was distorted by correspondent”.
In the whole, at the session was especially stressed the existing stability in Azerbaijan, the ongoing legal building and democratic processes, the MP said.
