PREPARED DOCUMENT DEMANDING EXPULSION OF ARMENIA FROM СOЕ

The member of delegation of Azerbaijan Parliament at PACE Rafael Huseynov by this time has prepared about 30 documents which reflect various problems of the country, acquaint the European deputies with essence of aggressive policy of Armenia closer.

In the first working day of PACE’s fall session, Mr. Huseynov has presented to secretary of the Council of Europe one more document prepared by him. Addressed to the Committee of Ministers, the given document is made in written form. In the document under the name “About expulsion of the Republic of Armenia from membership in the Council of Europe”, it is stated:

“Each organization should protect its reputation, make efforts in order not to sound from its tribune the statements contradicting its own principles and that in its numbers there were no those who does not observe the standards established by it and rules. It, first of all, concerns such authoritative organization as the Council of Europe, which, undoubtedly, has special respect and weight not only in Europe, but also all over the world.

At summer session of PACE, also was acting the President of Armenia R. Kocharyan. Many ideas declared by him from the tribune of this Organization fully contradict with principles of democracy and human rights. We are aware of numerous facts about hard position of press in Armenia, existence of pressure upon free press. PACE has prepared documents in this occasion, and was held discussions. However, R. Kocharyan denied all this and has accused PACE of intervention in internal affairs of the country. At the same time, the President of Armenia has condemned PACE for concern and criticism on the part of the Organization in connection with the violence used in his country by the state in relation to separate people, on unclear logic has regarded PACE’s attitude to the mentioned questions as pressure upon Armenia.

R. Kocharyan, who played a special role in occupation of 20 percent of territory of other state - member of the Council of Europe - Azerbaijan, as a result of which 1 million people became refugees and IDPs, from the tribune of Organization in June session of PACE has particularly recognized that he is proud of that took direct participation in capture of Shusha, death of hundreds peaceful citizens in the city of Khojaly.

Within four years, the Republic of Armenia, being a member PACE, regularly carried out activity, which completely contradicts principles of the said structure.

PACE has many times prepared documents that Armenia is engaged in cultivation of narcotic substances in uncontrolled territories under its occupation and their transit, and that in those regions are placed camp where prepare terrorists, in conditions of cooperation with a number of neighboring countries carried out nuclear researches, about burial place of nuclear waste products on occupied territories, the work, rendering serious damage to ecology of region, about evasion from requirements to stop activity of Metsamor atomic power station which is in emergency condition and able to become the “second Chernobyl”. Because of intolerable economic and antidemocratic conditions in Armenia, two third of population of the country have left territory of Armenia”.

Taking into account all this, deputy Rafael Huseynov addresses the Committee of Ministers with a question: “In the Charter of the Council of Europe there is separate clause providing the sanctions concerning the state, not observing rule and principles of the said structure. Armenia regularly and in a pointed manner continues the illegal activity. What measures the Committee of Ministers can accept to execute requirements of the Charter and expel Armenia going against principles of PACE, from the said Organization? ”
