PROSECUTORS SUMMARIZE WORK DONE IN 2005 AND DISCUSS OUTSTANDING TASKS
Making a summary report Prosecutor General of Azerbaijan Zakir Garalov, in particular, described the crushing on 17 October 2005 the attempt by destructive forces’ conspiracy to overthrow the government as one of the major accomplishments of the year. He noted that it became possible thanks to decisiveness of President of Azerbaijan Ilham Aliyev and collaboration between law-enforcement bodies of the country.
The Prosecutor General said that the law-enforcement bodies resolutely suppressed the post-election steps by opposition bloc Azadlyg towards violation of socio-political stability in the country, civil confrontation and unrest, their attempts to get in touch and collude with special services of Armenia via leader of youth movement Yeni Fijir (New Thought) Ruslan Bashirli, as well as the actions they took during the sanctioned rally on 26 November to escalate tension in the country. He pointed out that in 2005, the prosecution bodies in collaboration with other law enforcers took necessary measures to ensure peace and socio-political stability as well as reliable protection of state independence, and democratic rights and freedoms in the country.
Zakir Garalov also appreciated the work by the Department for Fight against Corruption under the Prosecutor General, noted that for the third time in the republic, the prosecutors’ recruitment procedure had been on the base of contest in an objective and transparent manner, dwelled on the issue of reorganization of the work on support of state accusation in courts, and the steps needed to be taken to ensure transparency of the activities of the public prosecutor’s office and increase effectiveness of investigative work. He also touched upon the outstanding tasks concerning application of modern information technologies, and preparation of the “Code of Ethics” of the employees of the Office of Public Prosecutor.
The Prosecutor General especially underlined the establishment of the Hot Line service to give the citizens opportunity to address directly the leadership of the Prosecutor General’s Office.
He dwelt on the accomplishments of the law enforcement bodies to detect a number of the worst crimes committed in recent years: neutralization of the gang of Haji Mammadov, which had been engaged in kidnapping, deliberate murders for many years, twelve cases of kidnapping between 1995 and 2005, thirteen ones of deliberate murders and 20 other grave offences, as well as those committed by armed gang led by Efendieyev brothers in Ganja,
and others.
Speaking of the activity of the Office of Military Prosecutor, Zakir Garalov noted it had taken purposeful measures to reinforce the discipline and eliminate shortcomings, fight against crime and offences in the national army.
In his report, the Prosecutor General’s also covered the factors having negative impact on the work of prosecutors, existing shortcomings, and what should be done to eliminate them as soon as possible. He announced that in 2005, about 95 employees of prosecution bodies caught in lawless actions were punished. Of them 22 were removed from the office, and 13 from the law enforcement bodies. Other negative facts noted by the Prosecutor general were that 18 deliberate murders committed in 2005 remained undetected including killing of US citizen John Elvis, members of Academician Faramaz Maksudov family and others.
In his concluding remarks, Prosecutor General Zakir Garalov noted that prosecution bodies will continue to take all necessary measures to fight against crime, ensure human rights and freedoms and be actively involved in implementation of the successful statehood policy pursued by President Ilham Aliyev. .
