QUESTION OF MILITARY ACTIVITY ON CASPIAN SHOULD BE SOLVED IN COMPLEX
‘All aspirations of the coastal countries target the immediate achievement of consensus under the project of the Convention on the legal status of the Caspian and expansion of cooperation between the coastal countries, to strengthening of the spirit of mutual trust. All are unanimous that Caspian Sea should become a zone of peace, stability and cooperation’, he emphasized.
Making comments on the offer of the Russian side sounded on the eve by the head of the Ministry of Foreign Affairs of the Russian Federation S. Lavrov about inadmissibility of presence of foreign military force on the Caspian, Mr. Khalafov has told, that this question is the important component of the problem of safety on the Caspian which is discussed within the limits of the project of the Convention. “It is a complex of safety issues and it cannot be considered in isolation from other problems. There are also offers concerning demilitarization of the Caspian Sea, questions concerning establishment of balance of arms on the Caspian within the limits of the said Convention, and set of other questions, which demand study. Therefore, it is prematurely to speak about how these questions as a result will be agreed. I can tell one: basically, if the point is on the sovereign rights of the coastal countries, then, the part of these questions is included into the competence of the coastal states, - concerning their sovereignty, the sovereign rights. Therefore, the question is in process of development, and we shall accept it in the context of safety issues and their complex consideration”, Mr. Khalafov underlined.
