SPEECH OF PRESIDENT ILHAM ALIYEV
The work being done today in regions for accomplishment and creation, intensive development allow to speak that the done work grows out the steps undertaken in a correct direction. However, the Baku villages, settlements have remained a little away from this process while the problems existing in the Baku villages and settlements, differ nothing from those problems of regions. Here, too, there are problems of opening of workplaces, creation of the new enterprises, linings of electric and gas lines, water supply, repair and construction of schools, the centers of public health services.
I periodically tour the Baku villages, and give instructions. Certainly, I hope, that the done work will promote solution of problems collected during long years in the Baku villages and settlements. But I have decided that we should approach to the given question in complex, to consider it in complex, to prepare a plan of measures on social and economic development for the villages and settlements of Baku. With this purpose, I conduct today's meeting.
I want that we have talked here about the done work, and the main thing, ways of solution of available problems have together discussed, have studied them so that in short terms has been made and was executed the program.
As you know, all programs accepted on my initiative base on reality. Concrete measures are specified in these programs. That is any statement or the slogan does not characterize them. In programs, it is reflected where and what is particularly necessary to carry out.
For example, if you pay attention to the program of social and economic development of regions can be convinced that it is article-by-article written down where and what school should be constructed where it is necessary to build the way and where it is necessary to construct power station and so forth. Also the mechanism of execution on the program will be involved. Certainly, the strict control is necessary both in process of growth of our economy and in increase of financial opportunities. As you know, the next year the budget in Azerbaijan will reach 4 billion dollars, that is approximately for 70 percent is more in comparison with the budget of current year. It is necessary for us to carry out the strict control over expenditure of the said means - as on the part of the state and government, and on the part of the public. In that case, in process of expansion of our financial opportunities it becomes easier to carry out all forthcoming plans and programs. We have such opportunities, financial resources. Now, it is necessary to accept programs, to carry out consecutive, purposeful and hard work. Recently, in Baku, with high rates go the works of accomplishment and creation, and are laid new roads. As you know, means for these purposes are allocated also from the budget. I pay to this question special attention. It is necessary for us to make our beautiful city still finer and more comfortable. More steadfast attention should be given to its architectural appearance. In some cases, new houses built in Baku from the point of view of architecture do not answer high taste and spoil general view of our city. I have given to Hajibala Abutalibov certain instruction that the close attention was given to this question extremely. All the re-built buildings should be beautiful from the architectural point of view.
Programs in villages and settlements, certainly, are different. I think that the today's meeting will give a powerful pulse to solution of the mentioned problems, and we together shall do this work.
