STATEMENT BY CENTRAL COMMISSION OF THE AZERBAIJAN REPUBLIC
According to the Constitution of the Azerbaijan Republic, any social group, organization and person cannot appropriate powers on realization of authority. On the basis of the Article 142 of the Constitution of the Azerbaijan Republic, elections to the municipalities being institutions of local government should be carried out according to the rules established in the Constitution and other corresponding laws. The Article 18 of the Election Code of the Azerbaijan Republic establishes, that in territory of the country elections to institutions of local government can be carried out only by Central Election Commission of the Azerbaijan Republic.
Attempts of ruling circles and separatists of aggressive Armenia to carry out anti-constitutional elections to “institutions of local government ” without participation of tens thousand of voters representing Azerbaijan, Russian and other nations which have been expelled by force of weapon from the Nagorny Karabakh region of the Azerbaijan Republic, means rough infringement of rights of these citizens.
The Central Election Commission of the Azerbaijan Republic considers the similar "elections" directed against the state sovereignty and territorial integrity of Azerbaijan, illegal and does not recognize them.
The Central Election Commission of the Azerbaijan Republic stated that forming of lawful institutions of local government in the Nagorny Karabakh region of the Azerbaijan Republic can be carried out only after full clearing of the occupied territories, restoration of territorial integrity of Azerbaijan, returning of the IDPs to places of constant residing, on the basis of the Constitution of Azerbaijan.
