“100 DAYS” OF PRESIDENT ILHAM ALIYEV INSTILL HOPES

RESPONDENTS SUPPORT THE PRESIDENT

100 days elapsed since the incumbent President Ilham Aliyev was elected as the head of the Country. For this time, the President carried out multilateral and active work. In a number of world states, the public estimates the “100 days” activity of the President. With this purpose, the Center of the analytical information and inquiries “Cell” has carried out in Baku and Sumgait cities of the Republic sociological poll among 1000 person. 87 percents of respondents - representatives of various trades, 10 percents - housewives, 3 percents - the unemployed. 52 percents of respondents make men, while 48 percents - women. Among participants of poll of 51 percents makes youth, 39 percents - middle-aged people, and 10 percents - pensioners. The poll yielded the following results.

I. Do you satisfy with the foreign policy pursued by the President within 100 days?

а) Yes – 86%

б) No – 10%

в) No opinion – 4%

Note: The interrogated count the visit of President I. Aliyev to France a true step. They believe that during this visit the important negotiations connected to the Nagorno Karabakh conflict have been carried out. Participants of poll hold the opinion that the said visit answers policy of integration of the Country to the West. Probably, respondents have given great value to active contacts of President I. Aliyev to the officials the US, Turkey, Russia, Pakistan, Georgia and Ukraine.

II. How do you think, do the “100-days” activity meet the promises given during the election campaign, on economic sphere?

а) Yes – 62%

б) No – 20%

Note: The public is sure that President Ilham Aliyev will execute the promise given by him during election campaign in economic area. The steps undertaken by the President in a direction of the even greater attraction of foreign investors to Azerbaijan, and concrete plans in the field of opening in regions of new industrial objects are met with interest. The instruction of concrete time for preparation of the programs connected to it instills hopes. Probably, the respondents also have positively estimated the steps undertaken against rise in price of grain.

III. Whether satisfies you the attention directed on social security during “100-days” activity?

б) No – 14%

Note: This support, most likely, is connected with continuation of the policy pursued by Heydar Aliyev in the field of social security. Development of new programs on social security, application new, favorable rules at the taxation, translation of polyclinics into free-of-charge service and application of very favorable system of cards at delivery of pensions cause satisfaction of respondents. The Decree, signed by President I. Aliyev in November 2003 connected with social and economic development, has played a role of a pulse in this direction. The interrogated believe that the President will make system and consecutive transformations to social sphere.

IV. How do you concern to the steps undertaken by President Ilham Aliyev for the past period in connection with protection of national - cultural wealth?

Note: Respondents have emphasized that within the “100 days” President Ilham Aliyev attached great significance to protection of national - cultural values by both his personal behavior and the affairs, which have been carried out by him as the head of the state. The organization of the ceremony of funeral of Heydar Aliyev by him in full conformity with national customs and traditions, observance of mourning according to Islamic norms influenced public opinion. During visiting the Alley of Martyrs, members of his family ranked with simple citizens, that too has added an image of the President as “the person from people”. And the Decree about reprinting with Latin script the Azerbaijan Encyclopedia and products of the outstanding representatives of the Country’s intelligentsia is a fine example of protection of national - cultural values.

V. How do you perceive plans of the President in connection with cadre changes?

b) I support it in a certain degree – 30%

c) There is no need in changes – 3%

Note: Greater part of the interrogated (65% + 30% = 95%) support statements of President I. Aliyev during the “100 days” in connection with personnel changes. His position about dismissal of the officials, not capable to consult with the work, has huge public support. It is possible to draw a conclusion that the public will be a support to the President in the said question. It is meant that during “100 days” President Ilham Aliyev has paved the way for these changes.
