CEC SITTING OVERVIEW
The sitting participants considered appeals submitted to the CEC. The decision to send the part of appeals to the Prosecutor General’s office of the Republic of Azerbaijan was made. The participants also discussed the appeal on disorders that followers of certain candidates are going to commit on the Election Day. The appeal says, leaders of Musavat, DPA, PFA, ANIP held a secret meeting where they reached an agreement on actions they would take on October 15-16. The certain registered candidates are preparing some actions in order to commit disorders on the election day and cast a shadow on the fair and transparent holding of elections, and arouse a doubt with the international elections regarding the elections. The members of district and precinct election commissions whose candidacies were nominated by opposition parties should not sign election returns protocols and, according to those actions, the followers is to kick up a row at the polling stations monitored by international observers. They must embroil police officers into the confrontation and present the legal actions of authorities that will be doing their work aimed at maintaining the public order as interference in the election process. It is also expected to involve opposition media and NGOs. The CEC adopted a decision to refer this appeal the Ministry of National Security, General Prosecutor’s office of Azerbaijan Republic and Ministry of Internal Affairs.
Then, following was CEC secretary Ingilab Nasirov’s report on protocol form of the CEC’s election returns the Commission adopted the relevant decision.
The Commission defined the reporting hours of elector’s activity. It was decided to send official reports on elector’s activity at 10:00, 12:00 am and 15:00, 17:00, 19:00 p.m.
CEC secretary Vidadi Mahmudov proposed to hear a report of the CEC’s organizational department on the amendments to the rolls of electors- resettles in the polling stations created for cities and districts that are under occupation. Following the department’s report the CEC decided to consider this report.
The sitting was attended by representatives of the International Fund for Electoral Systems, OSCE Bureau for Democratic Institutions, US embassy, local and foreign media.
