Yuriy Yarov, CIS Executive Secretary, head of the Commonwealth observation mission, at the 14 October news conference, dedicated to conclusions of visit of the missions to the regions of the Country to familiarize with the course of preparation for presidential elections, noted high level of preparation of the Central Election Commission of Azerbaijan to the elections.

Observers of the mission, representing legislative and executive power of the CIS countries, as well as diplomatic representations, plan to visit 1100 election districts in all regions of Country. The observers will base on the Constitution of Azerbaijan, Election Code, as well as Convention on democratic election standards, voting rights and freedoms in the CIS states.

On primary data of the observers, at each election precinct in the voting will participate from 50 to 80 percent of the electors. All the precincts have been prepared well to the elections, equipped with necessary methodical materials. For the first time among the CIS countries, in Azerbaijan, introduced will be the method of putting the ballot sheet to envelops, registered by member of the election commission. He also noted the level of monitoring system of the lists of electors and innovation connected with the work of district election commissions.

The Election Code envisions that the chairman and two secretaries of the commission will work permanently. Their work is to exact the lists of the voters.

Yuriy Yarov, responding on the question of possible excess on the day of election and after, noted the high tension of political struggle and expressed confidence that in Azerbaijan will be observed all civilization methods related to political opponents.
