LAW ON LOTTERIES MEETS INTERNATIONAL STANDARDS
This draft law, legally regulating the relations in the field of organization and holding lotteries in Azerbaijan, rights and obligations of organizers and participants of the lotteries was debated in the parliament and adopted in first reading during the spring session of the Milli Majlis, Sattar Safarov, Chairman of the commission reported. However, a number of serious remarks and offers were made, that is why members of the commission together with the related organizations considered a major part of these offers.
Chairman of the State Committee for Securities Heydar Babayev said that one of the main remarks was related to a circulation commission and strengthening of public control. The new option of the drat law contains the regulations on commissions consisting of at least five members, election of the chairman by simple majority of votes, participation of mass media and public organizations in the circulation commission. The draft law reads that the minimal volume of lottery fund should be not less than 50 percent of the total sum of lottery tickets on the particular circulation or 50 percent of the total sum of sold lottery tickets of a particular circulation. At the same time, the volume of lottery fund of instant lottery should be not less than 50 percent of the total sum of lottery tickets.
At the end of debates, the draft law was included into the agenda of autumn session of the Milli Majlis.
