LEGISLATION SYSTEM NEEDS IMPROVEMENT
The draft of the State Anti-corruption Program drawn up by relevant working group of the Cabinet is now under discussion at the International Press Center. The COE experts are also participating in the debate. Measures envisaged under the Program include in particular improvement of corresponding legislation system. Head of the working group Azim Priyev described such factors as abolishment of normative-legal acts creating conditions for corruption, elimination of gaps and contradictions in them, conducting criminal and economic expertise while making laws, involvement of experts and representatives of non governmental organizations in debates over draft laws as very important ones for improvement of the legislation system. After that, according to him, it is necessary to pass the laws On Organized Crime, On Incomes Statement of State Employees, and Customs Code, to introduce supplements and amendments in Criminal and Administrative Offences Codes to establish extent of responsibility of the State Employees.
