17 January. First Deputy Chairman of the Cabinet of Ministers of the USSR Heydar Aliyev attended the expanded board meeting of Trade Unions of the Ministry of Railways of USSR, Ministry of Transport Construction of USSR of the Presidium of the Central Committee of USSR.
23 January. He made a speech at the expanded board meeting of the Ministry of Transport Construction of USSR.
14 February. He received Vice Premier of the State Council of the People’s Republic of China Wan Li in Kremlin.
22 February. He attended the farewell ceremony for great Azerbaijani composer Fikrat Amirov in Baku.
23 February. He visited the Deepwater Jackets plant.
11-13 March. He visited Syrian Arab Republic.
11 April. He delivered a speech at the session of the Supreme Soviet of USSR on the main aspects of reforms in secondary and vocational schools.
18 May. He delivered a speech at the All-Union meeting of filmmakers in Moscow.
3-10 June. He familiarized himself with the construction process of Baikal-Amur mainline.
5 July. He made a speech at the Political Bureau of the Central Committee of the Communist Party of USSR regarding the construction of Baikal-Amur Mainline.
6-7 September. He familiarized himself with a number of secondary and vocational schools in Baku.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 will mark the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
