1-13 April. President Heydar Aliyev paid a working visit to the U.S.
16 April. He met with the delegation led by US Senator Richard Shelby.
19 April. He had a telephone conversation with President of Turkey Ahmet Necdet Sezer.
24 April. He received CIS Executive Secretary Yury Yarov.
23-25 April. He paid a working visit to Turkey to attend the 7th Summit of the heads of state of Turkic-speaking countries and signed the Istanbul Declaration.
28 April. He delivered a speech at the literary and artistic evening dedicated to the memory of Academician Zarifa Aliyeva.
30 April. He met with Head of the Logistics of the Office of the General Staff of Turkish Armed Forces, Corps General Hurshit Tolon.
He received Ambassador of Pakistan to Azerbaijan Asma Anisa.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 marked the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
