3 December. President of the Republic of Azerbaijan Heydar Aliyev received delegation of “Pennzoil” company.
4-7 December. He visited Hungary to attend the meeting of state and governmental leaders of the Conference on Security and Cooperation in Europe (CSCE) (now OSCE) member states held in Budapest.
9 December. He made a speech at the “Agrarian reform: Problems and solutions” international conference held in Baku.
11 December. He met with children at TV studio on the occasion of “Children are the joy of the world” international charity telethon.
12-16 December. He visited Morocco to attend the Summit of the state and governmental leaders of the Organization of the Islamic Conference (now Organization of Islamic Cooperation- OIC) member states held in Casablanca.
17 December. He delivered a speech at the opening of the exhibition and solemn event dedicated to the 85th anniversary of birth of Azerbaijani People’s artist Sattar Bahlulzade.
19 December. He held an official meeting on the problems of refugees and internally displaced persons.

20 December. He held an official meeting on collective farm and state farm reforms.
21 December. He met with British ambassador to the country.
He held an official meeting on the humanitarian aid provided to the Republic.
22-23 December. He held official meetings on agrarian reforms.
27 December. He received delegation of the Grand National Assembly of Turkey.
28 December. He made a speech at the event dedicated to the 125th anniversary of birth of Jalil Mammadguluzade.
30 December. He met with heads of diplomatic corps accredited to Azerbaijan, as well as representations of international and humanitarian organizations in the country.
He congratulated the people of Azerbaijan on the occasion of the Day of Solidarity of World Azerbaijanis.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 will mark the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
