1-3 December. President Heydar Aliyev left for Lisbon to attend the OSCE Summit. As part of the visit, he met with the presidents of Turkey and Ukraine and held other meetings, he made a speech at the Summit meeting.
4 December. He left Lisbon for France for a business trip.
6 December. He met with representatives of the Azerbaijani public and briefed them on the results of the Lisbon Summit of the OSCE.
11 December. He participated in the opening ceremony of the new office of the World Bank representative office in Azerbaijan.
14 December. He participated in the ceremony of signing of Contract on joint development of "Dan Ulduzu" and "Ashrafi" oil fields in the Azerbaijani sector of the Caspian Sea.
16 December. He delivered a speech at the event dedicated to the fifth anniversary of the establishment of the Border Troops.
18 December. He met with the Extraordinary and Plenipotentiary Ambassador of Turkey to Azerbaijan.
20 December. He participated in the charity concert of the "Vivaldi Orchestra" at the Academic Opera and Ballet Theater.
22 December. He received the members of the CIS Inter-Parliamentary Assembly Commission.
25 December. He delivered a speech at the ceremony marking the anniversary of the establishment of the National Guard.
29 December. He met with members of the general public of Zangilan district.
30 December. He received the heads of missions, international organizations and companies operating in the country on the occasion of the Christmas.
31 December. He participated in the New Year event organized for the children of martyrs and orphans.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 will mark the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
