2 December. President Heydar Aliyev met with Bulgarian President Petar Stoyanov.
4 December. He received a delegation led by Deputy Minister of Defense of the State of Israel Ephraim Sneh.
8 December. He received the chairman of the PACE political committee and the rapporteurs for Azerbaijan.
10 December. He watched the performance of the play "Burla Khatun" staged by the Academic National Drama Theater on the occasion of the 75th birthday of People’s Poet Nabi Khazri.
11 December. He made an appeal to the people regarding the upcoming municipal elections.
12 December. He voted in the municipal elections held for the first time in the republic.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 marked the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
