1 February. President Heydar Aliyev met with a group of representatives of the forum on the occasion of the anniversary of the 1st Forum of the Azerbaijani Youth.
2 February. He addressed the event dedicated to the 70th anniversary of People's Artist of the USSR, State Prize laureate Leyla Vakilova.
4 February. He met with the leading expert of the 2nd European Department of the International Monetary Fund and the IMF representative in Azerbaijan.
He received Aydin Shahinbashi, head of the Central Asia, Caucasus and Balkan countries department of the Turkish MFA.
7 February. He congratulated the people of Azerbaijan on the occasion of Ramadan.
10 February. He had telephone conversation with President of the French Republic Jacques Chirac.
13 February. He met with Secretary General of NATO Javier Solana, who was on a visit to Azerbaijan.
14 February. He met with People's Artist Gadir Rustamov.

16 February. He received Interpol Secretary General Raymond Edward Kendall.
17 February. He made a speech at the 32nd session of the UN Subcommission on Illicit Drug Traffic and Related Matters in the Near and Middle East.
18 February. He met with President of Georgia Eduard Shevardnadze, who paid a visit to Baku. Azerbaijan and Georgia signed a declaration on further deepening of strategic cooperation and an agreement on cooperation in the field of oil and gas industry between the two countries.
He made a speech at the official dinner hosted in honor of the President of Georgia.
19 February. He attended the opening of the building of the Georgian Embassy. Together with Eduard Shevardnadze, he visited the Milli Majlis.
23 February. He made a speech at the farewell ceremony for Academician Ziya Bunyadov.
25 February. He addressed the people of Azerbaijan on the occasion of the fifth anniversary of the Khojaly genocide.
He visited the Embassy of the People's Republic of China in Azerbaijan and expressed his condolences over the death of Deng Xiaoping, a prominent Chinese statesman.
27 February. He received the PACE delegation.
28 February. He addressed the meeting with the members of the steering committee of the "Contract of the Century" project and the leaders of Azerbaijan International Operating Company.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 will mark the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
