4 February. President Heydar Aliyev received participants of the 18th meeting of CIS Council for Cultural Cooperation.
5 February. He held an official meeting on the implementation of the Baku-Tbilisi-Ceyhan main export oil pipeline project.
6 February. He received the participants of the 19th Summit of the Permanent Council of Culture Ministers of TURKSOY member states.
He attended and made a speech at the memorial evening dedicated to the renowned composer Gara Garayev.
10 February. He congratulated the Azerbaijani people on the occasion of the Eid al-Adha.
13 February. He delivered a speech at the event marking the 24th anniversary of the Islamic Revolution in Iran.
14 February. He held an official meeting on development of Azerbaijan’s economy, implementation of reforms, and regulation of the state budget.
20 February. He received a delegation led by Secretary of the Security Council of the Russian Federation Vladimir Rushailo.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 marked the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
