3 January. President Heydar Aliyev received a delegation led by Chair of the Committee of Ministers of the Council of Europe Indulis Bērziņš.
6 January. He met with the delegation of the US National Democratic Institute.
8 January. He received the representatives of PACE, OSCE Democratic Institutions and Human Rights Bureau, Parliamentary Assembly, Council of Europe Committee of Ministers "Ago" monitoring group.
9-10 January. He met with President of the Russian Federation Vladimir Putin, who was on a visit to Azerbaijan.
16 January. He received the participants of the XV meeting of TURKSOY.
He met with the delegation led by NATO Secretary General Lord George Robertson.
19 January. He participated in the ceremony dedicated to the memory of January 20 martyrs.
He received the delegation of the Milli Majlis leaving for a visit to Strasbourg.
20 January. He visited the Alley of Martyrs on the occasion of the 11th anniversary of the Bloody January tragedy.
23-27 January. He paid his third official visit to France. He met with President Jacques Chirac in Paris.
He held talks with President of the Parliamentary Assembly of the Council of Europe Lord Russell Johnston in Strasbourg.
30 January. He held a meeting with the Baku City Executive Authority and the heads of the executive authority of other districts.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 marked the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
