2 July. President Heydar Aliyev received a delegation of the OSCE Minsk Group.
3-6 July. He paid an official visit to Austria.
8 July. He received World Bank Country Director for Azerbaijan, Georgia and Armenia Judy O`Connor.
11 July. He met with President of the Republic of Turkey Ahmet Necdet Sezer.
12 July. He, together with Turkish President Ahmet Necdet Sezer met with refugees temporarily settled at the administrative building of Machine-Building Plant named after Sattarkhan.
22 July. He met with journalists on the occasion of the 125th anniversary of establishment of Azerbaijan’s national press.
25 July. He received President of Japan National Oil Corporation Yoshiro Kamata at the Presidential Palace.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 marked the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
