2 July. President Heydar Aliyev attended the event dedicated to Azerbaijan Police Day and delivered a speech.
4 July. He participated in the official reception organized by the US Embassy in Azerbaijan on the occasion of the national holiday of the United States of America - the Independence Day.
9 July. He met with a delegation led by Axel Gerlach, State Secretary of the Federal Republic of Germany.
10 July. He received the Iranian delegation led by Governor of Eastern Azerbaijan Mohammadali Subhanullahi.
11 July. He received a delegation led by Commander of the Ground Forces of the Turkish Armed Forces, Army General Hilmi Ozkok.
15 July. He held a meeting on accident that occurred in the power system of Azerbaijan.
16 July. He delivered a speech at the first meeting of the Supervisory Board of the State Oil Fund of Azerbaijan. He held meeting with delegations of Italy, Council of Europe and Russia.
17 July. He received a delegation led by Director of the second European department of the International Monetary Fund.
19-20 July. He paid a visit to Ukraine. As part of his trip, President Heydar Aliyev held meetings with President of Ukraine Leonid Kuchma and US State Department Coordinator for European and Asian countries William Taylor. He met with Azerbaijanis living in Ukraine. He made a speech at the Summit of the Heads of State of GUAM member countries.
22 July. He participated in the event dedicated to the National Press Day.
23 July. President Heydar Aliyev attended the ceremony organized by the Embassy of the Arab Republic of Egypt in Azerbaijan on the occasion of the national holiday of the Arab Republic of Egypt - the Revolution Day.
27 July. He participated and delivered a speech at the ceremony dedicated to the graduation of Azerbaijan Higher Military School and Higher Military Aviation School.

On 29 September, President of the Republic of Azerbaijan Ilham Aliyev signed an Order to declare 2023 as a “Year of Heydar Aliyev” in the country. 10 May 2023 marked the 100th anniversary of the birth of Heydar Aliyev, the national leader of the Azerbaijani people, the founder of the independent state of Azerbaijan, and an outstanding politician and statesman.
